She could use burp rags, a bottle cleaner. Other than that it sounds like you have her set!

packs of a few extra nipples for the bottles. Nipples come in different flows - slow, medium and fast. She'll need the slow ones for awhile.

you could add some heat sensitive spoons i know you said you had silverware and I dont know if that counts..otherwise that sounds about right for food supplys..you could get one of those mesh things you put fruit or ice in and they suck on..

boppy pillow, was a serious must for breastfeeding. also if your making a nursing cover for her, you must be somewhat crafty...you should make her a couple big bibs...here is what you do. get a couple of towels and cut a head whole in them for the baby. those lil bibs dont really work that great when feeding a wild baby( like mine) you can sew them so they dont fray and that would be a really great gift. also i would try to find some breast milk storage kit if you know she is going to nurse.

I never used bottles, sippy cups, pacifiers and my feelings would've been hurt by a nursing cover.
Stick to a few nice things. We got a "Bunnykins" dish set from Grandma and wee Birks silver cutlery from Great-Grandma and that was great.
These things are very individualised to Mom and baby. Some babies take suction-cup bowls as a challenge to peel off and fling to the ground; some babies find them a boon to use to learn to use spoons and forks. Some Moms want all the Dora stuff out there for their little girls; some burn all licensed character crap. Some babies only like certain cups. Etcetera.

I don't breasfeed, and on a daily basis (with my 6 month old) I use...
Bottles (4oz-10oz bottles)
Bottle brush (to clean bottles)
Cloth dipers (used as burp cloths)
A pacifier
Onesies
Receiving blankets
Baby blankets
a Boppy pillow
Lots of diapers
Lots of wipes
.....I think you already have the other stuff...
But, that's pretty much what I use =)

I actually wouldn't do a feeding gift basket unless I had a really good idea of what the mother's thoughts about feeding were (breastfeeding, spoonfeeding, there's lots of issues.) Even then, different things happen and a mother might change her mind or her circumstances might change. Feeding is a very personal thing.
I was thinking about this recently (baby shower on the calendar) and I think I'd do a new mom a "laundry and linens" gift basket - a few collapsible hampers, a huge bottle of additive-free laundry detergent, and then a bunch of prewashed wash clothes, burp cloths, sheets and towels. All in a laundry basket. I might be a little obsessed with baby laundry lately though.
